William H. “Topper” Blackburn, Jr., 74, of New Berlin, passed away on Thursday, September 15, 2022 at Chase Memorial Nursing Home. He was born on November 21, 1947 in Hartford, CT, he was the son of William Sr., and Barbara (White). He is survived by his sister, Jean (Kay Benjamin) Blackburn. A private burial was held on Monday, September 19, 2022 at Rose Hill Memorial Park, in Rocky Hill, CT.
